Do you think the government need to.... ?

I really don't think scare tactics are the best way to educate people about anything. It just creates unecessary fear and confusion. And if they use it on public service stuff, you know they'll eventually use it to advertise stuff to us that we don't need. Eat this breakfast cereal...if you don't you'll die. People should be given unbiased facts and then be allowed to make their own choices. I'm desperately hoping that the average person isn't enough of an idiot to not know not to dive into shallow water. We don't need the freaking government for this stuff, people! This is where personal responsibility needs to come into play!
