Is a pale blue dress ok for winter and what color shoes should I get?

It's like a pastel, ice pale blue. I normally attibute the pastels to spring time, but I thought this could also work in winter with a whole snowflake and light blue feeling. Of course for the shoes my first thought was silver, but again would that be too spring? What color shoes would you pick?
