Could UK lawyers comment on the legality of a law.?

I understand this law was brought in to protect tenants as many landlords were refusing to return deposits, making excuses to not return most of the deposit and so on. Without this law, the tenant would not have the 10 day protection - the landlord could stall for months or even forever before paying up.
