Anyone heard of Dotpay?

Anyone heard of DotPay? I want to purchase a CD and it says to do it thru DotPay... the website is gomusic.ru. Any suggestions? I can't seem to find any information online. DotPay says it was formerly known as AllPay, and when I looked that up... it seems like the websie is still functioning, why would they have two sites?
